How to Get NOC for Vehicle Transfer to Another State.

Last updated: Type: Article

You apply to the registering RTO/ARAI/transport authority that issued the current Registration Certificate (RC). Use Form 28 (application for NOC), produce RC, tax clearance, insurance and PUCC, hypothecation/loan clearance (if any), pay the prescribed fee and get NOC. Then register the vehicle at the destination RTO and pay pro-rata tax there.

Key documents (standard; state may add more)

  • Form 28 (Application for NOC).
  • Original Registration Certificate (RC) + self-attested copy.
  • Evidence of up-to-date road tax payment or tax dues clearance.
  • Valid insurance certificate.
  • Valid Pollution Under Control Certificate (PUCC).
  • Bank or financier NOC/hypothecation termination (Form 35/termination forms) if the vehicle is under loan. (Maharashtra)
  • Identity and address proof (owner).
  • Photographs / vehicle chassis photographs where required (faceless portals).

Standard step-by-step (offline + online)

  1. Check the current RTO jurisdiction (where RC is registered).
  2. Fill out Form 28 in quadruplicate (online portal or RTO counter).
  3. Upload/attach documents listed above. (Some states require vehicle photos and chassis photos.)
  4. Pay the NOC fee online or at the RTO (state varies).
  5. RTO runs checks, including NCRB/Police clearance (in some states) and hypothecation status.
  6. If clear, RTO issues NOC (electronically or physically).
  7. Take the NOC to the destination state RTO and apply for fresh registration there. Pay pro-rata tax as applicable; produce NOC and required docs. MORTH rules require payment of pro-rata tax and allow refund claims from the original state where applicable. (Ministry of Road)

Where to apply / Which portal

  • Central portal (VAHAN / Parivahan): Many states expose NOC service under Vahan citizen services. Use Vahan -> Online Services -> Application for NOC.  (Vahan, +1)
  • State RTO portals / Transport Dept pages: e.g., Maharashtra transport faceless NOC (Vahan faceless flow), Delhi Transport NOC process, Odisha transport instructions. (Transport of Delhi)

State examples (process + fee notes)

Maharashtra

Uses Vahan faceless NOC service. Documents uploaded, Aadhaar auth, e-fee payment, online verification. Fees are paid via gateway; the amount varies by service and vehicle category. See the faceless NOC user guide.

Delhi (NCT)

Process steps and Form 28 are available on the Delhi Transport Department site. Some diesel vehicles >10–15 years or BS-I/II may be ineligible for NOC per Delhi circulars. Fees depend on service type.

Karnataka

Transport portal offers NOC / clearance services (Contactless/Sakala). Fees & timelines listed under state fee tables; delay penalties may apply if owner delays changing address/registration.

Odisha

Odisha Transport gives stepwise instructions for NOC via Parivahan. Follow the Parivahan/Vahan flows and local RTO counters for submission.

Other states

Most states follow the same statutory route (Form 28, RC, tax proof, PUCC, insurance). Implementation details and e-fees vary. Always check the state transport dept RTO / VAHAN page before applying.

New/recent practice changes to note

  • Faceless (Vahan) e-services: Multiple states now accept NOC applications fully online with Aadhaar authentication and document upload (reducing physical visits).
  • Tax and registration alignment: MORTH guidance requires pro-rata tax payment by destination state and allows refunds from origin state; check rules for exemptions (e.g., transferable govt employees) in the MORTH guidance.
  • Age/emission restrictions: Some local circulars (for example, Delhi) restrict NOC for very old/BS-I/II diesel vehicles. Check state circulars.

Typical fees & timelines (illustrative; confirm on state portal)

  • NOC application fee: small to moderate and state-dependent. Many states collect it via the Vahan e-fee gateway (variable by vehicle class). Example: Maharashtra uses an e-fee per service (the amount depends on vehicle class and service).
  • Destination state pro-rata tax: charged according to the destination state's Motor Vehicles Tax law. MORTH requires pro-rata payment; refund claim route in original state.
  • Timeline: When online and documents are correct, many RTOs issue NOC within days. Manual checks of hypothecation/police/NCR queries may add time.

Where to send/address for submission

  • Online: Vahan / Parivahan citizen service -> Application for NOC. After submission the application is routed to the registering RTO.
  • Offline: Submit Form 28 with documents at the registering RTO / Regional Transport Office that issued the RC. Form 28 PDF is available on Parivahan and many state transport sites.
