Why this affidavit is used
- To officially declare that the deponent (usually the parent/guardian of a student) has no source of income.
- Acts as proof of financial hardship when applying for fee remission, scholarships, government benefits, or educational subsidies.
When it is used
- Students applying for fee concessions or scholarships in schools/colleges/universities. (e.g., state government fee waiver schemes, minority scholarships, EWS quota benefits).
- For claiming exemption in exam fees, hostel charges, or admission fees.
- For availing benefits under schemes meant for economically weaker sections (EWS).
- Sometimes required in courts or government offices where proof of income is demanded, but no income documents (like ITR, salary slips) are available.
Purpose
- To provide a legally valid sworn statement that the deponent has zero income.
- To ensure that benefits like scholarships/fee remission are not misused by ineligible persons.
- To act as an alternative to Income Certificate (issued by Tahsildar/SDM) in cases where such a certificate is delayed or not issued.
Other Important Points
- Must be executed on ₹100 non-judicial stamp paper.
- Attested by a Notary Public / First-Class Magistrate / Oath Commissioner / Gazetted Officer (depending on the institution's rule).
- Should specify the financial year clearly.
- False declaration = Under BNS 2023, false declaration/false statement under oath is punishable under Section 216.
- Some institutions may still demand an official Income Certificate from the government in addition to this affidavit.
